Accessible Absentee Ballots: Voters using the accessible absentee ballot system in need of printing services in order to print their ballot can access such services at certain public printing resources, including but not limited to, libraries, print stores, shipping stores, and office supply stores. Voters should contact their local printing resources for details on the printing services offered. Voters using the accessible absentee ballot system can also print their absentee ballots at the County Board offices. In-person voting using an accessible Ballot Marking Device (“BMD”) during early voting or on Election Day is still available to voters with a disability who do not want to vote by absentee ballot using the accessible absentee ballot system.

The Board of Elections of Essex County is responsible for administering all aspects of elections in Essex County to maintain and facilitate participation in a democratic system of government. The Essex County Board of Elections conducts all national, state, county, city and town elections. The structure of this agency, its responsibilities and duties are mandated by New York State Election Law. Guidelines for procedures are provided by the Rules and Regulations defined by the New York State Board of Elections.
The Essex County Board of Elections is administered by two Commissioners of Elections who serve two year terms. The Commissioners are elected by the county committees of each political party, and their appointment is confirmed by the County Board of Supervisors. The Commissioners, each assisted by a Deputy Commissioner, provide the technical, clerical, and mechanical skills necessary to provide services, information, and statistical data to county elected officials, other county departments, governmental agencies, and to the public.

Registration
To Register to Vote You Must:
- be a US citizen
- be 18 years old by December 31 of the year in which you file this form (note: You must be 18 years old by the date of the general, primary or other election in which you want to vote)
- Not be in prison for a felony conviction
- not claim the right to vote elsewhere
Deadline Information:
You can register in person at your county Board of Elections on any business day, except election day. If you want to vote in an election, you must mail or deliver the voter registration form to your county Board of Elections no later than 10 days before the election in which you want to vote. Your eligibility to vote will be based on the date you file this form; your county Board will notify you of your eligibility.

The Military Voter
MILITARY AND OVERSEAS VOTERS
New York State has established a new web page to allow military and overseas voters to immediately obtain their general election ballots online in addition to the existing mail and fax options. To establish an account, you should visit elections.ny.gov and click on the link for “Military & Overseas Voting” from the “Ways to Vote” tab. Who Qualifies?
Any New York State resident in the military service of the state or the United States, including all branches of the Armed Forces, Coast Guard, Coast and Geodetic Survey, Public Health Service, National Guard on active duty, and the cadets and midshipmen of the United States Military Academy, Naval Academy, Air Force Academy, or Coast Guard Academy and their accompanying dependents, or anyone discharged from such service within 30 days of an election and who is qualified to vote in New York State, is eligible to apply by military ballot.
How to Apply:
Approximately 90 days before each general election the New York State Division of Servicemen’s Voting will send an application to every New York State member of the Armed Forces determined by lists provided by each branch of the military. You may also use Federal Form 76, available from your Federal Voting Assistance office and all embassies and consulates.
If you are not already registered to vote from a New York State residence, your application must be received by the Division for Servicemen’s Voting or County Board of Elections not later than 10 days before a general, or 30 days before a primary election. If you are already registered, your application must be received at least 7 days before an election. The last day to deliver your application in person to the County Board is the day before the election.
A spouse, parent, brother, sister, or child, 18 years of age or older, may also apply at the County Board of Elections for a ballot for a military voter serving outside the Continental United States. An official application form will be sent with the ballot to the voter. This application must be completed and returned along with the ballot.
